This document provides some notes to help the user understand the way that the COATS GIS database is set up. It is not intended to provide instructions for how to use ArcExplorer GIS. For this, the user is encouraged to access the documentation, provided both as a PDF file and through the program.
All GIS themes used to generate maps in Appendices F and G of the COATS Strategic Deployment Plan are provided in the ArcExplorer file. It should be noted that the original maps in Appendices F and G were created in ArcView, a more powerful platform developed by the same software company. The user will not be able to exactly duplicate the maps shown in these appendices for a couple of reasons. First, manual modification of line or segment themes in ArcView was done in order to improve the ability to see the locations of linear deployments. This was done by manually generating point features to accompany line themes, in order to better highlight where line or segment themes were occurring. For example, a call box coverage would feature a line as well as a series of evenly spaced telephone symbols. For simplicity, these merged point themes were excluded from ArcExplorer. The user may turn segment themes on and off to see the termini of each of these deployments more easily.
Second, ArcExplorer does not allow customization of legends, so that the colors and line widths shown in ArcView cannot be replicated in ArcExplorer.
All the infrastructure elements included in the COATS SDP are included in the maps. They are provided in alphabetical order, without respect to critical program area. ArcExplorer overlays themes on top of one another, with those at the top of the list being drawn over those toward the bottom of the list. Each theme’s legend is defined to reflect the priority levels of different deployments. The priority level “Remove” indicates that a location is not included in the COATS project infrastructure, but was kept in the database as a placeholder.
The following are comments on some of the themes. Additional descriptions on technologies may be found in Appendix D of the Strategic Deployment Plan.
